Belarus-China cooperation in notarial activities seen as promising

MINSK, 17 May (BelTA) - Belarus-China cooperation in notarial activities is promising, Deputy Head of the Belarus President Administration Valery Mitskevich said as he met with a delegation of the China Notary Association, BelTA learned from the Belarus National Center of Legal Information.

Valery Mitskevich told the Chinese guests about Belarus’ recent notarial reform, which resulted in the development of an independent notarial system. Today the Belarusian notariate functions on the principles of self-policing and self-financing. The state only controls the number of notaries, determines territorial areas under their activity (notary districts) and monitors their compliance with the notarial law. A unified electronic system of notarial actions and matters related to succession was introduced in the country on 1 January 2017.

“The recent changes have made the national notariate an integral legal institute, while a notary has become one of the most prestigious professions in the judicial area. We believe as important to continue developing and improving this legal institute. In this respect, China’s best practices in the notarial system and the development of cooperation between our countries in the sector is of great significance for us,” Valery Mitskevich said.

The Chinese notariate has been transformed into the Latin-type off-budget notariate within a short period of time.

Zhou Zhiyang, Director of the Chaoyang Notary Office (Beijing), who attended the meeting in Belarus, took a direct participation in introducing the reform, developing a new wording of the notarial law and signing a number of bilateral agreements on cooperation between the China Notary Association and notarial bodies of different countries. Valery Mitskevich believes that the experience which the Chinese delegation of notaries can share with Belarusian counterparts is highly valuable.

A memorandum of cooperation between the Notary Chamber of Belarus and the China Notary Association was signed during the visit of the Belarusian delegation to Harbin, China in autumn 2015. Cooperation in notarial activities was also discussed during the visit of the Belarus President Administration delegation to China in November 2016. Then, the parties agreed to intensify efforts on the agreement on cooperation between the Belarusian and Chinese notaries.
